Social Security Administration Updates Policies on Numident Sex Field and Introduces "Trump Accounts"

The Social Security Administration (SSA) announced updates to its Program Operations Manual System (POMS) and Emergency Messages (EM) on May 27, 2026, including significant policy revisions concerning the Numident and the introduction of "Trump Accounts."

A key update to RM 10212 TN 33 revises the policy for changes to the sex field on the Numident. Following Executive Order 14168, "Defending Women from Gender Ideology Extremism and Restoring Biological Truth to The Federal Government," the agency now allows changes to the sex field only to reflect the number holder’s sex at birth, with exceptions solely for keying errors.

Additionally, Emergency Message EM-26022 introduces "Trump Accounts" (TAs) as a new resource type for Supplemental Security Income (SSI) purposes. This message provides technicians with documentation instructions for these accounts. A new POMS section, SI 02310 TN 74, was also added to house instructions for processing the new E2 Diary for SSI.
