Media Monitor: Breaking Defense is reporting that the National Defense Authorization Act failed to advance to the House floor after 14 Republicans joined Democrats to block the motion. It said GOP leadership indicated House members would depart for the Independence Day holiday, leaving the NDAA's passage timeline uncertain.
Breaking Defense also reported that a watchdog warned recent Department of Defense changes risk fielding weapons with hidden problems. It said major workforce reductions at the Directorate of Operational Test and Evaluation have resulted in "action officers" managing more programs, often in areas where they lack expertise, the Government Accountability Office said.
Separately, Breaking Defense said AM General CEO John Chadbourne defended the Joint Light Tactical Vehicle A2 program following lawmakers' funding threats. Chadbourne stated in a release that the JLTV A2 transition was particularly challenging due to the unforeseen condition of the inherited technical baseline.
It is also reporting that a Pentagon review is asking Congress to allocate $5 billion over five years to rebuild "deteriorating" labs. It said the study indicates armed services often divert lab funding for more immediate needs, such as barrack repairs, leaving researchers in aging, outdated facilities that present documented safety risks.
