A federal jury in Tallahassee, Florida, has found Dalvert Encarnacion Francisco, 37, of Dubuque, Iowa, guilty of one count of distribution of child pornography. The verdict was announced by John P. Heekin, United States Attorney for the Northern District of Florida, following a three-day trial.

U.S. Attorney Heekin emphasized the importance of the case, saying, “Thanks to the incredible investigative work of our state and federal law enforcement partners, this depraved individual was caught and his days of distributing child sexual abuse material are over. It remains one of my office’s highest priorities to protect our kids from predators like this defendant who seek to sexually exploit and victimize innocent children.”

Court records and evidence presented during the trial revealed that the Bay County Sheriff’s Office initiated an investigation based on child sexual abuse material tips from the National Center for Missing and Exploited Children. This led to the discovery that Francisco had distributed child pornography to an individual residing in the Panama City area, also requesting online payments for the material. The Federal Bureau of Investigation assisted in the ongoing investigation.

Francisco now faces a mandatory minimum sentence of five years’ imprisonment, with a maximum of up to 20 years. His sentencing is scheduled for July 24, 2026, before United States District Judge Mark E. Walker in Tallahassee, Florida. This case is part of Project Safe Childhood, a nationwide initiative dedicated to combating child sexual exploitation.
