The Hill is reporting that the war in Ukraine has increased Russian President Vladimir Putin's reliance on nuclear weapons. It said Putin could resort to smaller, nonstrategic nuclear weapons to force an end to the war or gain an advantage in a future conflict with NATO. The Center for Strategic and International Studies said Russia has also increased disinformation campaigns to erode trust in arms control.

The Associated Press is reporting that North Korea conducted its first flight test of a new cruise missile. It said the test is part of an expansion of military capabilities amid deepening tensions with the United States. Responsible Statecraft said North Korean leader Kim Jong Un has displayed increased belligerence this year by changing the constitution and firing missiles.
