The U.S. Department of War's Office of Strategic Capital (OSC) has officially posted the Notice of Funding Opportunity (NOFO) for its National Security Fund Finance (NSFF) program, inviting applications to address critical mineral shortages. This program aims to bolster United States national security by providing essential capital support to credit funds focused on vital mineral resources.
The NSFF program is designed to offer direct loans and deploy other financial tools to advance strategic interests. It will provide loans to qualified investment fund managers, who will then combine these funds with private capital. This combined funding will be invested in portfolio companies dedicated to resolving U.S. national security vulnerabilities related to critical minerals and materials.
Funding for the OSC's initiatives, including the NSFF program, was established through The One Big Beautiful Bill Act, signed into law by President Donald J. Trump. The formal NOFO is now available for download on SAM.gov.
Complete proposals must be submitted electronically by 5:00 p.m. EDT on November 1st, 2026. The Office of Strategic Capital retains the flexibility to adjust deadlines, expedite awards, or engage in discussions with applicants prior to final award decisions.
