The Texas Commission on Environmental Quality (TCEQ) and the State Office of Administrative Hearings (SOAH) have announced a series of 16 public meetings and contested case hearings scheduled from August 11 to October 1, 2026. These events will address various environmental permit applications, renewals, and amendments for facilities across Texas, covering air quality, wastewater discharge, and public water systems.
The calendar includes several significant air quality permit discussions. On August 11, SOAH will hold a preliminary hearing for Logan X Ready Mix LLC's proposed new Air Quality Standard Permit for a concrete batch plant in Wise County. Later, on August 20, the TCEQ will host a public meeting in Houston regarding Eco Services Operations Corp.'s permit renewal for its sulfuric acid manufacturing plant in Harris County. Other notable air permit hearings include Vantage Data Centers TX11, LLC in Bexar County on August 17, Fermi Equipment Holdco, LLC for an electric generation facility in Carson County on August 24, and CITGO Refining and Chemicals Company L.P. for its Corpus Christi Refinery East Plant on August 31.
Wastewater permits under the Texas Pollutant Discharge Elimination System (TPDES) will also be a major focus. Preliminary hearings are set for 183 258 Liberty Hill LLC in Williamson County on August 24 and Lavon 333 LLC and Royal Texas Investors LLC in Collin County on August 27. Further public meetings on TPDES permits are scheduled for PMT Development, LLC in Kaufman County on September 1, Winpointe Investments WW LLC also in Kaufman County on September 8, Louis A. Tsakiris Family Partnership, Ltd in Bell County on September 14, and YUPEL, LLC in Williamson County on September 21.
Additionally, the TCEQ will conduct a public meeting on September 3 in Portland concerning Air Quality Permits for Corpus Christi Liquefaction Stage IV, LLC and Corpus Christi Liquefaction, LLC, authorizing construction and modification of a liquefied natural gas plant in San Patricio County. Freeport LNG Development, L.P. will have notice and comment hearings on September 15 and 22 in Lake Jackson for significant revisions to its Federal Operating Permits in Brazoria County. A public meeting regarding the proposed creation of the Houston County Groundwater Conservation District is set for September 29 in Crockett, and Valero Refining-Texas, L.P.'s Federal Operating Permit for its Houston Refinery will be discussed on October 1.
These meetings and hearings provide opportunities for public discussion on permitting issues, including whether facilities should be allowed to obtain, renew, or amend their permits. Most hearings are arranged by SOAH, while meetings are conducted by the TCEQ's Office of the Chief Clerk.
