It said the funds are being used for a July 4 celebration and to maintain fountains in Washington. Advocates told The Post that this spending in the capital comes at the expense of the broader national park system. The national park system faces a $24 billion backlog of badly needed infrastructure repairs and improvements, which is referred to as "deferred maintenance."
