Richard Turner, a 38-year-old contractor from Yorktown, Indiana, has been charged with nine counts of bank fraud for allegedly orchestrating an $188,000 scheme involving fabricated lien waivers.

According to court documents, Turner, owner of Turner Remodeling LLC, was hired by Company A, a healthcare facility in Muncie, Indiana, for an expansion and renovation project in March 2025. Company A secured a construction loan of approximately $785,225 from Bank A, with funds contingent on Turner submitting lien waivers proving subcontractors had been paid for their services.

Turner is accused of submitting nine falsified lien waivers to Bank A, claiming work by five subcontractors who had not performed services and whose signatures were allegedly forged. He then purportedly used the $188,000 for personal expenses, including gambling. The FBI Indianapolis’ Muncie Resident Agency is investigating the case, and Turner faces sentencing by a federal district court judge if convicted.
