President Donald J Trump signed an executive order on June 3, 2026, initiating a major overhaul of U.S. customs enforcement, with new rules set to tighten importer of record requirements and expand supply chain disclosure obligations.

The order introduces stricter importer of record (IOR) eligibility, bonding, and “good standing” requirements, alongside heightened rules for foreign IORs on both informal and formal entries. It also mandates incoming supply chain and production method disclosures.

Businesses face increased penalties for noncompliance and reduced mitigation for repeat offenders, with key deadlines approaching as soon as 45 days.
