A federal jury in Chicago has convicted suburban chiropractor Seung Han Lim of healthcare fraud for billing Blue Cross Blue Shield of Illinois for over $600,000 in nonexistent services. Lim, 42, owned and operated Movement Health and Rehab, also known as Motu Chiropractic and Motu Chiromassage, in Libertyville, Ill.
From 2016 to 2019, Lim submitted fraudulent claims for services he knew were not provided. These included billing for dates when either he or the patient were not in Illinois, and for services purportedly rendered to Lim and his family members by another chiropractor in his practice, which had not actually occurred. When Blue Cross Blue Shield of Illinois initiated an audit, Lim created and submitted false patient medical records and other documents.
Lim, of Lincolnshire, Ill., was found guilty on 13 counts of healthcare fraud following a week-long trial, with verdicts returned on June 12, 2026. U.S. District Judge Franklin W. Valderrama has scheduled sentencing for October 22, 2026. Each count carries a potential sentence of up to ten years in federal prison. The conviction was announced by U.S. Attorney Andrew S. Boutros, FBI Special Agent-in-Charge Douglas S. DePodesta, and U.S. Department of Labor Inspector General Anthony P. D’Esposito.
