The Texas Commission on Environmental Quality (TCEQ) and the State Office of Administrative Hearings (SOAH) have scheduled a series of public meetings and hearings throughout September and early October 2026 to address various environmental permit applications across Texas. These events will cover proposed new permits, renewals, and significant revisions for wastewater discharge, air quality, and public water systems.
Several public meetings are slated for proposed new Texas Pollutant Discharge Elimination System (TPDES) wastewater permits. Winpointe Investments WW LLC's permit (WQ0016870001) will be discussed on September 8 in Kaufman County, followed by Louis A. A public meeting for YUPEL, LLC's wastewater permit in Williamson County, originally scheduled for September 21, has been cancelled and will be rescheduled.
Air quality permits are also a significant focus. Freeport LNG Development, L.P. has two notice and comment hearings: one on September 15 for a significant revision to Federal Operating Permit No. O2878 concerning its Regas Facility and Liquefaction Plant in Brazoria County, and another on September 22 for Permit No. O3958 regarding its Pretreatment Facility. Contested case hearings by SOAH include Flying Bar D Ranch, LTD.'s wastewater permit (WQ0016485001) on September 21 in Guadalupe County, and Chesmar Homes, LLC and Guadalupe Blanco River Authority's wastewater permit (WQ0016516001) on October 12 in Comal County. Additionally, CITGO Refining and Chemicals Company L.P.'s proposed amendment to Air Quality Standard Permit No. 9604A will have a preliminary hearing on September 30 in Nueces County. A public meeting on the proposed creation of the Houston County Groundwater Conservation District (GPA-260305) is scheduled for September 29 in Crockett.
These meetings and hearings are arranged by the TCEQ's Office of the Chief Clerk or conducted by SOAH, providing opportunities for public discussion on permitting issues.
