The U.S. Department of Homeland Security (DHS) announced that U.S. Immigration and Customs Enforcement (ICE) has arrested an illegal alien charged with the murder and aggravated sexual battery of a 2-year-old girl in Virginia.
The incident occurred on July 4, when the child's mother brought her to the Goochland County Sheriff’s Office. Deputies initiated life-saving measures before the child was transported to a local hospital, where she later died. The Louisa County Sheriff’s Department arrested Raul Genesis Ortiz Moran, an illegal alien from Mexico, as a suspect. Following an ICE detainer, Moran was transferred to federal custody and now faces charges of second-degree murder and aggravated sexual battery.
Assistant Secretary Lauren Bis said, "This monster sexually assaulted and murdered a 2-year-old girl in Virginia. Thanks to the cooperation of our local law enforcement partners, this killer is off the streets and will face justice for his crimes." Bis added that the tragedy was "completely avoidable" as the individual "should have never been in our country," asserting that Governor Abigail Spanberger’s "sanctuary policies have made Virginia a hotbed for illegal alien crime."
DHS further highlighted several other recent incidents in Virginia involving illegal aliens, including charges for rape, abduction, child sexual abuse material production, carjacking, and other violent crimes across various counties such as Fairfax, Loudoun, Prince William, and Franklin. These cases, occurring between March and June, involved individuals from countries including El Salvador, Mexico, Guatemala, and Nicaragua, with ICE lodging detainers in many instances. Governor Spanberger's executive orders banning state cooperation with ICE and terminating 287(g) agreements were cited by DHS as contributing to the situation.
