The U.S. Department of War (DOW) has announced a significant five-year, nearly $19 million investment in Pine Bluff Arsenal, Arkansas, aimed at enhancing the production of smoke grenades and smoke pots. This modernization project, which began on June 22, is a joint effort to upgrade critical chemical defense materiel facilities.
Funding for the initiative includes $19 million from the Office of the Assistant Secretary of War for Industrial Base Policy's Industrial Base Analysis and Sustainment (IBAS) program, complemented by an additional $13.7 million from the U.S. Army in Fiscal Year 2024 for facility refurbishment. This combined investment will replace 25-year-old obsolete equipment and upgrade an existing facility to house new, advanced mixing equipment.
Assistant Secretary of War for Industrial Base Policy, the Honorable Michael Cadenazzi, underscored the project's importance. "Many of our most important legacy manufacturing systems are hard to maintain due to the departure of the original equipment manufacturers from the defense industrial base," Cadenazzi said. "Our partnership with the U.S. Army to modernize Pine Bluff's facilities introduces cutting-edge equipment to deliver warfighter materiel at speed and scale."
The upgrades will incorporate automation and modernized fluidized bed mixers to boost production throughput and allow for the purchase of additional equipment for capacity or redundancy. These enhancements are expected to improve safety and quality, ensuring a reliable supply of smoke and obscurant munitions for the Joint Services. Pine Bluff Arsenal is a vital supplier of M18, M83, and M8 smoke grenades and a leader in chemical/biological defense items, supporting the Secretary of War's priority of "Supplying Lethality at Speed and Scale."
This investment aligns with the broader IBAS program, which has allocated over $4.6 billion across 216 projects since 2014 to strengthen the defense industrial base. The modernization efforts at Pine Bluff Arsenal are crucial for maintaining a robust, secure, and resilient industrial base, capable of meeting national security requirements as outlined in the 2026 National Defense Strategy.
