The Texas Commission on Environmental Quality (TCEQ) and the State Office of Administrative Hearings (SOAH) have scheduled a series of public meetings and contested case hearings from late July through September 2026 concerning various environmental permit applications across Texas.
These events address proposed new air quality and wastewater permits, as well as renewals and revisions for existing facilities. For instance, a public meeting is set for July 27 in Liberty County regarding Qyk Brands LLC's proposed new Air Quality Standard Permit for a concrete batch plant. Additionally, a preliminary hearing will take place virtually on August 5 for Melissa 413 LLC and Tommy Doak Robbins's proposed new Texas Pollutant Discharge Elimination System (TPDES) Permit in Collin County.
Other significant hearings include a notice and comment hearing on August 17 in San Antonio for Vantage Data Centers TX11, LLC's proposed new Federal Operating Permit. Eco Services Operations Corp.'s renewal of an Air Quality Permit for a sulfuric acid manufacturing plant in Harris County will be discussed at a public meeting on August 20 in Houston. Fermi Equipment Holdco, LLC also has a public meeting on August 24 in Panhandle for proposed air quality permits to construct an electric generation facility.
Further into September, Freeport LNG Development, L.P. will be the subject of two notice and comment hearings in Lake Jackson on September 15 and September 22, addressing significant revisions to federal operating permits for its Regas Facility and Liquefaction Plant, and its Pretreatment Facility, respectively. These meetings and hearings are arranged by the TCEQ's Office of the Chief Clerk or SOAH to discuss specific permitting issues and allow public input.
