The Financial Crimes Enforcement Network (FinCEN) has announced an extension to the public comment period for a proposed rulemaking concerning the Huione Group. This extension, pushing the deadline to August 2, 2026, comes after a technological issue prevented electronic submissions for several days.

The original Notice of Proposed Rulemaking (NPRM), published on June 25, 2026, sought to amend the existing definition of Huione Group, a financial institution identified as a primary money laundering concern operating outside the United States. The proposed changes include incorporating H-Pay Service PLC within the Huione Group's definition and introducing a new term, "successor entity."

FinCEN acknowledged that the public was unable to submit comments electronically from June 25 to June 30 due to a portal issue. The agency determined that an additional six days for comments was appropriate to ensure all interested parties have the opportunity to provide feedback. Jimmy L. Kirby, Deputy Director of FinCEN, signed the notice on July 22, 2026.
