A Rehoboth, Massachusetts man, Richard Lallier, 34, has been federally charged with attempting to entice a minor for sexual activity, attempted interstate travel for illicit sexual conduct, and attempted transmission of obscene material, following an investigation under Operation Red Card.
Lallier allegedly communicated for two days, beginning June 16, 2026, with an individual he believed to be a 15-year-old female, who was an undercover Rhode Island State Police (RISP) Detective. During this period, he reportedly sent sexually explicit messages and videos, discussed meeting for sexual activity, and subsequently traveled to Rhode Island to meet the supposed minor. His arrest by RISP and FBI members occurred on June 17, 2026, upon his arrival at the arranged meeting location.
The charges stem from Operation Red Card, a multi-agency human trafficking and child exploitation enforcement initiative by the RISP and FBI. First Assistant United States Attorney Charles C. Calenda emphasized, “Behind every child exploitation case is an adult who made a deliberate decision to target a minor. The responsibility for that conduct rests solely with the offender.” Ted E. Docks, Special Agent in Charge of the FBI’s Boston Division, added, “We’re gratified to help take Richard Lallier off the street.”
Colonel Darnell S. Weaver, Superintendent of the Rhode Island State Police, commended the coordinated efforts, stating, “We will continue to aggressively pursue those who target children and ensure they are brought to justice.” Lallier was ordered detained at his initial appearance on June 18, 2026. A federal criminal complaint is an accusation, and a defendant is presumed innocent unless and until proven guilty.
