A 27-count indictment was unsealed today in U.S. District Court, charging four District of Columbia men in connection with a conspiracy that used the “Jaws of Life” to commit a spree of convenience store ATM robberies across Maryland and the District. U.S. Attorney Jeanine Ferris Pirro announced the charges against the group.
Jeff Crews, 35, David Walker, 40, Maurice Roots, 35, and Kevin Bing, 31, all D.C. residents, face charges including Conspiracy to Interfere with Commerce by Robbery (Hobbs Act Robbery) and various counts related to stolen vehicles. U.S. Attorney Pirro said, “Violent, organized crews who treat our neighborhoods as targets and use rescue tools designed to save lives to instead tear open ATMs and terrorize businesses will be met with relentless prosecution.” She added that the indictment reflects a sustained law enforcement effort to dismantle a coordinated robbery ring.
Operating during the first three months of 2025, the conspiracy involved acquiring a “Jaws of Life” hydraulic rescue tool to forcibly open ATMs and steal cash. The men used stolen vehicles, wore masks, and typically executed robberies in the early morning hours. They would coordinate at a predetermined location, transfer tools, and drive to targeted stores, with roles divided among a getaway driver, subduing employees, destroying surveillance, and using the “Jaws of Life” to access ATM cassettes.
The indictment details numerous incidents, including robberies in Lanham, Laurel, Hyattsville, Upper Marlboro, Beltsville, Oxon Hill, Silver Spring, Clinton, College Park, and Washington D.C., between January and March 2025. Attempts were also made in Gambrills and Bowie. The group also burned stolen Lexus sedans used in the robberies on at least two occasions.
The FBI Washington Field Office, along with Prince George’s, Montgomery, Anne Arundel, Greenbelt, and Metropolitan Police Departments, investigated the case. Assistant U.S. Attorney Mark Levy is prosecuting the matter for the U.S. Attorney’s Office for the District of Columbia.
