The Iowa Department of Natural Resources (DNR) is actively seeking public and stakeholder comments on a proposed water quality certification and reviewing an air quality permit modification, while also announcing recent environmental enforcement actions.
The DNR is accepting public comments regarding the proposed Section 401 Water Quality Certification of the U.S. Army Corps of Engineers' Regional Permit 33 (RP33). This permit authorizes the discharge of dredged or fill material associated with specific conservation practices in Iowa's waters under Section 404 of the federal Clean Water Act. Applicants typically require this certification from the DNR.
Written comments on the proposed certification and antidegradation analysis must be submitted by 4:30 p.m. on August 21, 2026. Submissions can be sent via email to Section401WQC@dnr.iowa.gov or by mail to the Iowa DNR office in Des Moines.
Separately, the DNR Air Quality Bureau is reviewing a construction permit application from Ingredion Incorporated in Cedar Rapids. The company seeks a minor modification to increase particulate matter (PM and PM10) emission limits at its wet corn milling plant. The public comment period for this air quality permit also concludes on August 21.
In addition to these public comment opportunities, the DNR announced recent enforcement actions. Consent orders were issued to HDC Holdings, LLC in Clayton County, which received a $10,000 administrative penalty for solid waste and asbestos violations, and Siouxpreme Egg Products, Inc. in Sioux County, fined $5,000 for stormwater pollution and permit non-compliance.
