The Office of the Comptroller of the Currency (OCC) has proposed a new information collection requiring weekly and quarterly reporting forms from permitted payment stablecoin issuers and foreign payment stablecoin issuers registered under the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act. This initiative, detailed in OCC Bulletin 2026-24, aims to implement the GENIUS Act's requirements for stablecoin issuance and related activities by entities under the OCC's jurisdiction.
Under the proposed rule, stablecoin issuers would submit two distinct reports to the OCC. These include a weekly confidential reporting form for each payment stablecoin issued, and a separate quarterly reporting form. These forms, designated PS-01 and PS-02 respectively, are part of the OCC's ongoing efforts to reduce paperwork burden while ensuring regulatory oversight.
The OCC is inviting public comments on these new reporting forms within 60 days of their publication in the Federal Register. This proposal follows a March 2, 2026, proposed rule that outlined the implementation of the GENIUS Act's requirements. James M.
