Cardinal Care announced new federal work requirements for Medicaid Expansion members, effective January 2027, alongside a permanent update to the Social Security Disability Insurance (SSDI) Disregard Program for Developmental Disability Waiver recipients.
Beginning January 2027, adults enrolled in Medicaid Expansion, aged 19 to 64 with income under 138% of the federal poverty level and not eligible for Medicare, must engage in work, volunteering, or educational activities for at least 80 hours monthly. Their coverage will also be reviewed every six months instead of annually. Exemptions apply to several groups, including children, pregnant individuals, those with disabilities, and caregivers.
To comply, individuals can work, participate in a work program, attend school, or volunteer for 80 hours a month, or have a monthly income of at least $580. Key exemptions include people with blindness or a disability (such as SSI/SSDI recipients), pregnant or postpartum individuals, former foster care youth under 26, parents or caregivers of young children or disabled persons, 100% disabled veterans, and members of federally recognized tribes.
In positive news for individuals receiving Developmental Disability Waiver services, the General Assembly passed legislation in 2024, now made permanent, to disregard Social Security Disability Insurance (SSDI) income above the maximum Supplemental Security Income benefit level. This policy, effective Fall 2024, ensures that DD waiver recipients can maintain eligibility even if their SSDI income previously exceeded limits, providing crucial support for Virginians needing these services.
Separately, Cardinal Care reminds Central Virginia members that Open Enrollment for the region closes on June 30, urging prompt action for those needing to enroll or make changes.
