An audit conducted by Breadcrumb identified significant deficiencies in mail delivery operations and property conditions across several postal facilities in the Virginia District. The review, performed during the week of February 9, 2026, covered the Norfolk Local Processing Center (LPC) and four delivery units: the Norfolk Sorting and Delivery Center (S&DC), and the Lynchburg, Suffolk, and Virginia Beach Main Post Offices (MPO).

The audit team found issues in seven areas at the delivery units, including delayed mail, package scanning, and the management of Arrow keys. Deficiencies were also noted in Voyager card transactions and property conditions across multiple locations. Carrier separations and transfers, and package separations also presented problems in some units.

At the Norfolk LPC, the audit revealed inefficiencies and safety concerns, specifically identifying issues with delayed mail, scanner accountability, and overall safety and security protocols. Individual reports for each facility were issued on April 9, 2026, and a forthcoming summary report will provide specific recommendations for management to address these identified shortcomings.
