The Texas Commission on Environmental Quality (TCEQ) and the State Office of Administrative Hearings (SOAH) have scheduled a comprehensive series of public meetings and contested case hearings from August 5 through October 1, 2026. These events, held both virtually and in various Texas communities, will address proposed new, renewed, or amended environmental permits for numerous facilities across the state.
Several hearings will focus on Texas Pollutant Discharge Elimination System (TPDES) wastewater permits. Melissa 413 LLC and Tommy Doak Robbins will have a preliminary hearing on August 5 for a new permit in Collin County. Other wastewater permit discussions include 183 258 Liberty Hill LLC in Williamson County on August 24, Lavon 333 LLC and Royal Texas Investors LLC in Collin County on August 27, and PMT Development, LLC in Kaufman County on September 1. Winpointe Investments WW LLC in Kaufman County and Louis A. Tsakiris Family Partnership, Ltd in Bell County also have public meetings scheduled for September 8 and September 14, respectively.
Air quality permits are also a significant focus. Logan X Ready Mix LLC will have a preliminary hearing on August 11 for a new concrete batch plant permit in Wise County. Vantage Data Centers TX11, LLC's proposed new Federal Operating Permit in Bexar County will be discussed on August 17. Eco Services Operations Corp. will hold a public meeting on August 20 regarding the renewal of its sulfuric acid manufacturing plant permit in Harris County. Fermi Equipment Holdco, LLC's proposed electric generation facility in Carson County will be reviewed on August 24, and CITGO Refining and Chemicals Company L.P.'s refinery modification in Nueces County will have a preliminary hearing on August 31. Further air permit discussions include LGS Precast LLC in McLennan County on September 3, Corpus Christi Liquefaction entities in San Patricio County on September 3, Freeport LNG Development, L.P. in Brazoria County on September 15 and September 22, and Valero Refining-Texas, L.P. in Harris County on October 1.
These meetings and hearings are arranged to allow public input on permitting issues, determining whether facilities should be granted, renewed, or amended permits. The TCEQ's Office of the Chief Clerk (OCC) organizes the meetings, while SOAH conducts most of the contested case hearings.
