The Justice Department created the fund to settle Trump's own lawsuit against the Internal Revenue Service regarding leaked tax records. Newsweek said the fund has been criticized as a "slush fund" because it is run by a panel Trump can fire at will, lacks judicial review, and has no rule against considering some January 6 claims.
