Los Angeles Mayor Karen Bass celebrated the grand opening of an 80-unit, 100% affordable housing development in Koreatown today, marking the first project in the neighborhood completed under her Executive Directive 1 (ED1). The new development addresses a critical need in Koreatown, where 90% of residents are renters.
Mayor Bass emphasized the significance of the project, stating, “Today, we’re celebrating more than the opening of a new building; we’re celebrating families coming home.” She added that with nearly 47,000 affordable units now in the citywide pipeline, ED1 demonstrates how City Hall can reduce bureaucracy to deliver much-needed housing. Councilwoman Heather Hutt of Council District 10 thanked Mayor Bass for her leadership, noting ED1's role in accelerating projects.
Executive Directive 1, signed by Mayor Bass in her first week, streamlines affordable housing approvals across Los Angeles. The initiative has led to 6,000 units currently under construction, and the City Council unanimously voted in December 2025 to make it a permanent city ordinance. Leo Lee, President of Atto Properties, praised the program, saying, “Mayor Karen Bass is to be commended for this program that removes red tape and speeds up the development process.”
This opening follows other recent ED1 successes, including a 100% affordable housing project for Veterans in Koreatown and the unveiling of Viva L.A. at Warner Center, which will provide over 3,000 units for seniors. Mayor Bass's broader housing efforts also include the Citywide Housing Incentive Program, expanding the Adaptive Reuse Ordinance, Executive Directive 19 for permitting reforms, and "Missing Middle LA" ordinances to promote diverse housing options.
