Four Former Louisiana Law Enforcement Officials and Business Owner Plead Guilty in Decade-Long Visa Fraud Scheme

Four former law enforcement officials and a business owner from the Oakdale area have pleaded guilty in federal court to a decade-long conspiracy involving bribery, visa fraud, and mail fraud, centered on fabricating police reports to support fraudulent U-Visa applications.

Glynn Dixon, 62, former Forest Hill Chief of Police, entered his guilty plea on June 30, 2026, following earlier pleas from co-conspirators Chandrakant Patel, 40, a business owner, Chad Doyle, 55, former Oakdale Chief of Police, Michael Slaney, 64, former Oakdale Marshal for Ward 5, and Tebo Onishea, 38, former Glenmora Chief of Police. The scheme, which ran from December 2015 to July 2025, involved creating false reports of armed robberies that never occurred.

Noncitizens seeking U-Visas, designed for victims of qualifying crimes assisting law enforcement, paid Patel thousands of dollars to be named as "victims" in these fictitious incidents. Patel then coordinated with the law enforcement defendants, who used their official positions to certify the fraudulent reports. Court records also indicate Patel attempted to bribe a Rapides Parish Sheriff’s Office agent for a similar report in February 2025, and the defendants used the U.S. Postal Service for falsified documents, leading to mail fraud charges.

United States Attorney Zachary A. Keller condemned the actions, saying, "These defendants’ disgraceful fraud endangered our community and undermined the public trust in the immigration system solely to line their own pockets." He added that the office "looks forward to advocating for prison time for each defendant that reflects the seriousness of the crimes they committed." Dixon, Doyle, Onishea, and Slaney each face up to five years in prison, while Patel faces up to 20 years.

Matt Wright, Acting Special Agent in Charge of Homeland Security Investigations, New Orleans, emphasized HSI's commitment to protecting the integrity of the immigration system. Jonathan Tapp, Special Agent in Charge of the FBI's New Orleans Field Office, said the defendants "corrupted the process that helps actual victims of violent crime." The case was investigated by HSI, FBI, IRS-CI, and USCIS, as part of the Homeland Security Task Force under Operation Take Back America.
