Governor Abigail Spanberger signed Executive Order 20 on Tuesday, establishing the "Keep Virginia Covered" policy to strengthen the Commonwealth's response to federal healthcare cuts imposed by President Donald Trump. This action has been commended by AARP Virginia, which praised the Governor for supporting seniors, their families, and caregivers across the state.
The executive order directs the Office of the Secretary of Health and Human Resources to protect healthcare coverage and food assistance for eligible Virginians. Over 1.8 million Virginians are enrolled in Medicaid, and nearly 800,000 participate in the Supplemental Nutrition Assistance Program (SNAP). The order outlines a plan to contend with H.R.1, President Trump’s "One Big Beautiful Bill," by mitigating harm, preventing coverage gaps, improving statewide coordination, promoting economic mobility, and prioritizing affordability.
Jim Dau, AARP Virginia State Director, called the order "prudent and necessary," highlighting concerns shared by seniors and caregivers about the "onerous" requirements in H.R.1. Dau emphasized the critical role of these benefits, especially for family caregivers, saying, "Exempting caregivers from onerous Medicaid work requirements is critical, not only for their individual health and well-being, but for the continued existence of our broken long-term care system."
