The Department of War (DoW) today announced a landmark Enterprise Software Agreement (ESA) with Oracle, valued at nearly $7 billion over a potential 10-year period, which is projected to save American taxpayers at least $441 million.
This historic direct award contract, negotiated by the Department of the Navy, aims to consolidate fragmented software procurement for the Department's on-premises Oracle usage. It will improve visibility of enterprise usage and spending, optimizing technology budgets and advancing the Arsenal of Freedom.
Honorable Kirsten A. Davies, Chief Information Officer for the Department of War, said, "By fundamentally improving how we procure on-premises Oracle capabilities, we are driving at least $441 million in taxpayer savings while rapidly and effectively serving our warfighters." She added that the agreement strengthens the digital ecosystem, providing secure, scalable technology for current and future missions.
Barry Tanner, Performing the Duties of the Department of the Navy Chief Information Officer, said the agreement supports faster delivery of secure, scalable software from the shore enterprise to the tactical edge for Navy and Marine Corps teams. He noted that reducing fragmented procurement and advancing enterprise standardization will strengthen interoperability, reduce cybersecurity risk, and help focus resources on resilient capabilities. The ESA includes a five-year base period and a five-year option period, supporting the entire DoW, the Coast Guard, and the Intelligence Community.
