The Texas Commission on Environmental Quality (TCEQ) and the State Office of Administrative Hearings (SOAH) have scheduled a series of public meetings and contested case hearings throughout August and early September 2026 concerning various environmental permits across Texas. These events will address proposed new permits, renewals, and amendments for wastewater discharge and air quality for several companies.
Upcoming virtual preliminary hearings by SOAH include Melissa 413 LLC and Tommy Doak Robbins on August 5 for a new Texas Pollutant Discharge Elimination System (TPDES) Permit in Collin County, and Logan X Ready Mix LLC on August 11 for a new Air Quality Standard Permit for a Concrete Batch Plant in Wise County. Further virtual hearings are set for 183 258 Liberty Hill LLC on August 24 for a TPDES Permit in Williamson County, CITGO Refining and Chemicals Company L.P. on August 31 for an Air Quality Permit amendment in Nueces County, and LGS Precast LLC on September 3 for a new concrete batch plant permit in McLennan County.
In-person public meetings and notice and comment hearings are also planned. Vantage Data Centers TX11, LLC will have a notice and comment hearing on August 17 in San Antonio regarding a new Federal Operating Permit in Bexar County. Eco Services Operations Corp. will discuss the renewal of its Air Quality Permit for a sulfuric acid manufacturing plant on August 20 in Houston, Harris County. Fermi Equipment Holdco, LLC will hold a public meeting on August 24 in Panhandle, Carson County, for new Air Quality Permits to construct an electric generation facility.
Additional public meetings include Lavon 333 LLC and Royal Texas Investors LLC on August 27 in Josephine, Collin County, for a new TPDES Permit, and PMT Development, LLC on September 1 in Forney, Kaufman County, for another new TPDES Permit. Winpointe Investments WW LLC will have a public meeting on September 8 in Kaufman, Kaufman County, for a new TPDES Permit. Freeport LNG Development, L.P. has two notice and comment hearings scheduled in Lake Jackson, Brazoria County, on September 15 and September 22, concerning significant revisions to Federal Operating Permits for its Regas Facility and Liquefaction Plant, and Pretreatment Facility.
