A significant feature of the budget is the institution of a statewide energy consumption tax on data centers, a first in America. Governor Spanberger, who initially proposed this idea, said it ensures the industry "pays its fair share and does not drive up costs for Virginia families."
She described the budget as a "compromise proposal" that her administration helped craft, laying a "strong foundation for further discussions" on the data center industry's future impact. Governor Spanberger reiterated her commitment to lowering costs, supporting schools, and meeting government responsibilities.
