The U.S. Department of Homeland Security (DHS) announced that U.S. Immigration and Customs Enforcement (ICE) has lodged a detainer with Harris County Jail, requesting that an illegal alien charged with two fatal shootings in Houston not be released. The suspect, identified as Jefferson Adonay Velasquez-Torres from El Salvador, faces two counts of murder.
Velasquez-Torres was arrested following an April 27 shooting outside a Houston nightclub that killed 27-year-old Noah Ramirez. He had previously been charged in connection with an August 30, 2025, shooting at a house party in Houston, which resulted in the death of 17-year-old Angel Garcia. Additional charges include unlawfully carrying a weapon and aggravated robbery.
Assistant Secretary Lauren Bis said, "This criminal illegal alien has been charged with TWO counts of murder after two fatal shootings in Houston." Bis added that Velasquez-Torres, who illegally entered the U.S. as a minor in 2014, "would not be in our country if it weren’t for the reckless open-border policies of the Obama Administration." ICE's detainer aims to prevent his release without notification.
