U.S. Customs and Border Protection (CBP) launched Phase 2 of its Customs Automated Processing Engine (CAPE) on June 29, significantly expanding eligibility for IEEPA duty refunds. This new phase extends refund eligibility to entries flagged for reconciliation, a major development beyond the initial Phase 1.
