A bill that introduces a new public interest test into the anti-dumping regime has passed its final reading, Commerce and Consumer Affairs Minister Jacqui Dean announced today.

"The public interest test will weigh up the benefits of at-the-border duties on dumped products and subsidised goods, which are aimed at protecting domestic manufacturers, against the wider benefits to the public of cheaper goods in important industries like new home construction," Ms Dean says.

Prime Minister Bill English has announced the Australian Governor-General, Sir Peter Cosgrove, will make a State visit to New Zealand next week. Sir Peter will be accompanied by his wife, Lady Cosgrove, while here from Wednesday 31 May to Saturday 3 June. "Sir Peters visit continues the close engagement between New Zealand and Australia," Mr English says.

The Government will be advising social service providers that their new contracts will not require the collection of individual client level data until a new data protection and use policy is in place, say Social Investment Minister Amy Adams and Minister for Children Anne Tolley.

"Our Social Investment approach is about intervening earlier to help change lives for the better. We want to be working alongside providers on ways data sources can help ensure our most vulnerable New Zealanders are getting access to the services that they need," Ms Adams says.

Associate Health Minister Nicky Wagner is welcoming a move to promote examples of good practice in dementia design.

The best examples of secure dementia unit design have been published on the Ministry of Health website.

"Id like to congratulate the first two featured facilities - Millvale Lodge on the Kapiti Coast and Westella Homestead in Feilding - for not only providing a quality environment for their patients but also showing other residential aged care providers whats possible," Ms Wagner says.

Legislation enabling a housing development at Point England and progress on Ngāti Paoas historical Treaty settlement has passed its second reading by 62-43, Building and Construction Minister Dr Nick Smith says.

"It is poor use of Crown land just 10km from Aucklands CBD to have 18 hectares fenced off for cattle grazing for more than 30 years.

"We are going to use 12ha for new houses and 2ha for a marae, as part of a Treaty settlement with Ngāti Paoa. The remaining 4ha will be added to the 32 of public reserve space.
